Prime Minister Justin Trudeau’s former top adviser Gerald Butts has written to the House of Commons Justice Committee requesting to testify on the SNC-Lavalin scandal.

In his letter to the chair of the committee , Butts says that he watched Jody Wilson-Raybould’s testimony , in which she alleged that she faced high-level ” veiled threats ” and political interference in the criminal prosecution of the Quebec construction and engineering company and he believes that his evidence ” will be of assistance ” to the committee’s ” consideration of these matters “.

Butts says that he needs ” a short period of time ” to receive legal advice about producing his elements and relevant documents to the committee.

Butts resigned on Feb. 18 amid this scandal. He has denied any wrongdoing and said he was leaving because he had become a distraction.

Taking questions from reporters Thursday after an event at the Canadian Space Agency in St. Hubert , Que. , Trudeau again took issue with Wilson-Raybould’s version of events , and said he was taking time to consider her status.

” I have taken knowledge of her testimony and there are still reflections to have on next steps ” he said.

MPs will hold an emergency debate tonight on Wilson-Raybould’s damning testimony before the Commons justice committee , where the former justice minister alleged improper political interference and ” veiled threats ” by the Prime Minister’s Office and government officials.

Conservative Leader Andrew Scheer has asked for Trudeau’s resignation and for a police investigation. Today , he wrote to the RCMP Commissioner Brenda Lucki formally requesting an investigation into possible Criminal Code offences related to provoking fear in an attorney general and obstructing or defeating the course of justice.

” She confirmed veiled threats of consequences if she did not bend to the political wishes of the Liberal Party and the financial interests of the shareholders of SNC-Lavalin. It was also clear that these actions rose to the highest ranks of the government ” Scheer wrote.

She declined to explain why she quit cabinet or disclose details of her conversations with the prime minister prior to her resignation. But she described experiencing ” heightened anxiety ” as she waited for the “other shoe to drop “.

She said that one week before a Jan. 14 cabinet shuffle , she received a call from Trudeau advising her she was being moved from the justice portfolio.

” I will not go into details of this call , or subsequent communications about the shuffle , but I will say that I stated I believed the reason was because of the SNC matter. They denied this to be the case ” she testified.

The sordid tale , revealed by Quebec newspaper La Presse Wednesday , comes to light as former attorney general Jody Wilson-Raybould testifies about whether she was unduly pressured last fall to help SNC-Lavalin avoid federal corruption charges associated with their business dealings in Libya.

Receipts gathered during an investigation of a former SNC-Lavalin executive show $30,000 in payments to Saadi Gadhafi for sexual services in Canada in 2008 , La Presse reported. The documentation can now be revealed publicly because the prosecution of Stéphane Roy , former vice-president of SNC-Lavalin , on fraud and bribery charges was dropped last week due to court delays.

In 2008 , Gadhafi was ostensibly travelling to Montreal and Toronto to conduct business and improve his English, at the invitation of SNC-Lavalin. He had helped the company secure billions in public contracts in Libya — thanks also to millions in bribes to Libyan officials, the RCMP has alleged — and visited Canada on three previous occasions. But he spent much of his time on other extracurricular pursuits , according to La Presse’s reporting.

The bodyguards handled Gadhafi’s expenses and provided receipts to SNC-Lavalin , according to court testimony by an RCMP investigator. Transactions they wrote in as “ companion services ” in their expense reports would cost between $600 and $7,500 each. Close to $10,000 in services went to a single escort service in Vancouver. Other payments went to a Montreal strip club and covered events at the Air Canada Centre in Toronto , such as box seats for a Spice Girls concert.

The investigation showed that SNC-Lavalin was writing off the expenses as associated with construction projects in Libya , La Presse reported , with the total bill for Gadhafi’s trip totalling nearly $2 million.

Roy had testified in court that expenses associated with the trip were justified, and that he had the receipts to prove it. The expenses were justified at the time , testified another former executive, Riadh Ben Aissa — who, meanwhile, pled guilty last year to a forgery charge associated with allegations that SNC-Lavalin executives defrauded the McGill University University Health Centre of $22.5 million in a bid-rigging scheme.

Former attorney general Jody Wilson-Raybould testified before the House of Commons justice committee for hours Wednesday , documenting in fine detail what she described as a well-orchestrated campaign by senior members of the Prime Minister’s Office to pressure her to reach an agreement with SNC-Lavalin to help the engineering firm avoid criminal prosecution.

After Kathleen Roussel , the director of public prosecutions , decided in September 2018 that she would not make a deal and would proceed with a trial against SNC Lavalin , Wilson-Raybould said she reached a similar decision on the matter — and made it clear to all in government that she would not intervene in the PPSC process.

The former minister said despite that position , she still fielded 10 phone calls and sat for 10 in-person meetings with members of the PMO , including Mathieu Bouchard , Trudeau’s adviser on Quebec issues , and special adviser Elder Marques , among others.

I’ll have to have a look , but I follow this soap opera in quite detail , and I have never heard of an official role of ‘ Adviser on Manitoba issues ‘ , or ‘ Adviser on Prince Edward Island issues ‘ role in the government … On in KBec …

Despite attempts to convince her to reconsider her stance given the possible economic consequences , Wilson-Raybould said she was undaunted in her position and that she should take no further action.

She also said she faced pressure from Ben Chin , Finance Minister Bill Morneau’s chief of staff , and Gerry Butts , the prime minister’s former principal secretary , to consider the consequences. Butts resigned last week while saying he acted ethically.

Wilson-Raybould said she was reminded by these staffers of the political consequences for both the provincial and federal Liberal parties if SNC-Lavalin folded or laid off workers.

” I experienced a consistent and sustained effort by many people within the government to seek to politically interfere in the exercise of prosecutorial discretion in my role as the attorney general of Canada ” she said.

” Within these conversations , there were express statements regarding the necessity for interference in the SNC-Lavalin matter , the potential for consequences , and veiled threats if a DPA was not made available to SNC ” she said.

This is precisely why Junior , and the un-elected strategists ( whose lone goal his retaining power for the Party ) , was denying her the opportunity to testify in the ongoing Justice committee’s investigation of events … 

Junior’s more concerned about his high Liberal Party financin’ SNC Lavalin executive buddies and the KBec vote in general , rather than the admitted criminal activity they perpetrated …

She said Trudeau told her he , too , was worried about SNC-Lavalin layoffs and the company’s continued viability if it were convicted of the criminal charges and a conviction could bar the firm from bidding on federal contracts for up to 10 years , a key source of revenue for the company … 

” At that point the PM jumped in stressing that there is an election in Quebec and that ‘I am an MP in Quebec — the member for Papineau ‘ “…

The background battle between Pelosi/Schumer’s congress and Attorney General William Barr will be aided by the leverage Pelosi , Adam Schiff ( HPSCI ) , Elijah Cummings ( Oversight ) , and Jerry Nadler ( Judiciary ) are able to generate from Michael Cohen. That’s why Cohen’s public testimony was never optional.

All of this is carefully designed. None of this is organic. All of the participants have networked contacts acting as intermediaries ( like Lawfare ) to provide arms-length plausible deniability to the larger political scheme. These plans and schemes are all professional Democrats spend time thinking and talking about. This is what they do. This is all they do. This is their purpose in life ; nothing else matters.

In the new House Rules Pelosi unveiled last December , HPSCI Chairman Adam Schiff has until April 15th to organize his summer hearing schedule for attacks against the White House. Pelosi hasn’t tried to hide the plan ; heck , she’s published it for all to see.
